China · This week's $500 idea · Pattern break
China's 0.25% scrap-seller tax is a prepayment that stops matching at ¥1,800,000.
国家税务总局公告2026年第12号 第一条, effective 1 July 2026, cuts the reverse-invoicing charge to "年销售额(不含增值税)不超过60万元的部分减按0.25%预缴经营所得个人所得税" [0.25% prepaid on the portion of annual sales up to ¥600,000]. That is not a rate. It is the bottom bracket of the 经营所得 table (5%) multiplied by the 5% 应税所得率 the tax bureau applies when a seller has no cost invoices — and ¥600,000 is simply ¥30,000 ÷ 5%, the top of that bracket. The replication is exact to ¥1,800,000 of sales and then fails, because the next bracket is 20%.
The money first. Starting capital is ¥3,361.00 [$500 USD] and the target is ¥33,610 a month [about $5,000 USD], ¥403,320 a year, struck at the China Foreign Exchange Trade System's central parity of 6.7220 published 16 October 2026. This week's route is to become a 自然人报废产品出售者 — a natural person selling scrap into the formal recycling chain under 反向开票, where the buyer writes your invoice, files your VAT and remits your income tax prepayment. You register nothing. You file once a year.
That machinery comes from 国家税务总局公告2024年第5号. 第二条 puts the qualification burden entirely on the buyer: a 资源回收企业 may only reverse-invoice if it holds a 危险废物经营许可证, a 报废机动车回收拆解企业资质认定证书, or has completed 再生资源回收经营者备案 with the commerce department. 第十四条 makes that buyer prepay your tax and file your returns. The seller's only statutory duty is 第十一部分 of the 上海市税务局 reading: "出售者需要在次年3月31日前自行向经营管理所在地主管税务机关办理经营所得汇算清缴" [the seller must file its own annual business-income reconciliation by 31 March of the following year].
Most coverage stops at the headline rate. The arithmetic underneath is public and nobody quotes it. 上海市税务局's own worked example runs it in full: 李某 sells ¥700,000 across two recyclers, prepays ¥2,000, and at the annual reconciliation the bureau computes "(40+30)×5%×10%-0.15=0.2万元" [(400,000 + 300,000) × 5% × 10% − ¥1,500 = ¥2,000] and concludes "汇算清缴无需退补税" [no refund or top-up is due]. Prepayment equals liability — because 0.25% is 5% of 5%, and 0.5% is 10% of 5%. The two published rates are the first two rows of 个人所得税法's 经营所得 table, scaled by a deemed margin.
Which tells you where it breaks. The 20% bracket opens at ¥90,000 of assessed income, so at ¥1,800,000 of sales the true marginal charge becomes 1% and the prepayment stays at 0.5%. Run the full allowance that 公告2024年第5号 第一条 permits — ¥5,000,000 in any rolling twelve months, counted across every recycler who invoices you — and you will have prepaid ¥23,500 against a bill of ¥39,500. The 31 March filing is a ¥16,000 demand, 68.09% more than you handed over during the year.
The non-consensus reading is that the rate was never the concession. The 5% 应税所得率 is — it is a ceiling on assessed profit, not an estimate of it, so every point of real margin above five is outside the assessment entirely. And it is generous against the industry it sits in. 格林美股份有限公司 (002340), whose 2025 annual report filed to 巨潮资讯网 on 22 April 2026 names 许开华 as 公司负责人, booked ¥564,691,137.32 of 报废汽车综合利用 revenue against ¥548,753,838.64 of cost: a gross margin of 2.82%. The state deems the doorstep collector earns 5% on scrap; the ¥37.1 billion listed company buying it earns 2.82% gross on the same material. Meanwhile 财政部 税务总局公告2021年第40号 第一条 offers that company 简易计税 at 3% of sales — which on that line exceeds its entire gross profit by ¥1,003,435.44.
So the binding constraint is not capital and never was. It is the ¥5,000,000 personal ceiling, which converts the question "how much can I sell" into "what margin do I hold", and 公告2007年第8号 第九条 — the recycler must record "出售人的姓名、住址、身份证号码" — is what makes the ceiling attach to a person rather than a business. At the cap, VAT of ¥50,000 and income tax of ¥39,500 leave ¥403,320 reachable only above a 9.8564% gross margin. Below that number there is no volume that gets you to $5,000 a month, because there is no volume left to buy.
