  1. Edition 003Thursday, 15 October 2026Pattern break

A €150 door opens on a market whose smallest legal step is €441,000.

The arrêté du 11 mai 2026 prices an account on France's national energy-savings-certificate register at €150, and article L.221-8 of the code de l'énergie opens the certificates to « toute autre personne morale » — after a €100,000 share-capital test for that account was drafted and dropped from décret n° 2025-1048. The untouched barrier is a quantity: the 50 GWh cumac dossier floor, which is €441,000 at September 2026's €8.82 per MWh cumac index.

  2. Edition 002Thursday, 8 October 2026Pattern break

The French state prices a phone number at €0.02 a year.

Arcep's numbering schedule, resting on article L.44 II of the Code des postes et des communications électroniques and the arrêté du 6 août 2007, prices an ordinary French telephone number at €0.02 a year and allocates them in blocks of 10,000 — €200 a year against a published retail line of €9.60 a year, the two paths crossing at the 21st number sold.

  3. Edition 001Thursday, 1 October 2026Pattern break

    Since 1 April a €60,000 no-tender French contract must be prepaid €12,000.

Decret n 2025-1386 du 29 decembre 2025 pushed the no-advert, no-competition ceiling of article R2122-8 to 60,000 EUR HT for supplies and services on 1 April 2026 (and 100,000 EUR HT for works on 1 January 2026), past the 50,000 EUR line at which a 20% advance becomes a legal right under R2191-3 and R2191-7. Contracts priced at exactly 60,000.00 EUR are up 56.5% as a share of all notifications while exactly 40,000.00 EUR is flat.
