$500 idea · Pattern break · South Korea · Edition 002
₩20,000 buys the one Korean lodging licence with no residence, nationality or day limit.
Korea is two years into a public argument about legalising short-stay home rental. The Deputy Prime Minister’s service-industry task force reopened it on 2 October 2025; the Ministry of Culture, Sports and Tourism puts the number of unlicensed operators at about 60,000; Airbnb is running a petition. The licence they are arguing for already exists under a different name — 한옥체험업, registered under the same Act, at the same counter, for the same ₩20,000 fee. It imposes no owner-residence duty, no foreigners-only rule and no annual cap on nights.
Starting capital for this edition is ₩680,630 [$500 USD at 1,361.26, the 2 October 2026 close]. The target is ₩6,806,300 a month [about $5,000 USD], or ₩81,675,600 a year of income.
The consensus reading is that Korea bans Airbnb. It does not. It licenses four different things and almost everyone applies for the wrong one.
외국인관광 도시민박업 is the famous one, and it is the worst of them. Its 등록기준 in 「관광진흥법 시행령」 별표1 runs to three lines — “주택의 연면적이 230제곱미터 미만일 것”, a foreign-language service, one fire extinguisher — but the business itself is defined as a resident letting rooms in the home they live in, to foreign guests. The register bears this out: the Ministry of the Interior and Safety’s open dataset of every such business in the country holds 5,107 rows.
The second route is the regulatory sandbox. 위홈 (WeHome, chief executive 조산구) has held an ICT 규제새드박스 실증특례 since 2019 that permits domestic guests — and converted it to a full 임시허가 on 8 May 2026, the first Korean home-sharing company to do so. Read the conditions and the ceiling is built in: “호스트별 영업일수는 연간 180일 이내”, “전체 호스트를 4,000명 이내”, Seoul and Busan only, host must live in the dwelling. The company reports roughly 4,000 hosts. The cap is full.
The third is 한옥체험업, and it is governed by the identical statute. Its 등록기준 is longer — twelve items covering room area, sanitation, ventilation and safety — but the substantive condition is one sentence: “『한옥 등 건축자산의 진흥에 관한 법률』 제27조에 따라 국토교통부장관이 정하여 고시한 기준에 적합한 한옥일 것” [“it must be a hanok meeting the standard published by the Minister of Land, Infrastructure and Transport under Article 27 of the Act on the Promotion of Hanok and Architectural Assets”]. Nothing about who sleeps there. Nothing about who owns it. Nothing about how many nights a year.
So read it from the other side of the trade. Seoul’s hanok stock fell from 22,672 buildings in 2006 to 11,776 in 2015 to 8,983 by 2024, of which only 1,210 were registered with the city. Seoul’s answer, under 『서울특별시 한옥 및 건축자산의 진흥에 관한 조례』, is money: up to ₩120 million of grant plus ₩30 million of loan to rebuild one, up to ₩180 million combined to fully restore one — and an extra 10% of the ceiling if the owner undertakes to run 한옥체험업 for five years or more. The city has been sending officers door to door to find takers.
That subsidy manufactures the counterparty. It produces owners holding a restored building and a five-year operating obligation that most of them have no intention of personally discharging. And because 한옥체험업 has no residence duty, the person whose name goes on the registration does not have to be the owner, or live there, or be in the country — only to hold a 사용권, a document of permission to use the building. That document is the asset this edition is about. It costs a signature.
The window is visibly closing in the one place everybody looks. In 북찔’s hanok-dense zone the number of 한옥체험업 went from 47 in 2020 to 168 by June 2026, and 종로구 is now moving to bar new registrations in 북찔1구역 through the 지구단위계획. Which is an argument for running the arithmetic somewhere else, not for abandoning it.
The evidence
10 findingsThe hanok licence asks about the building. The homestay licence asks about the resident.
한옥체험업 등록기준, first item: “『한옥 등 건축자산의 진흥에 관한 법률』 제27조에 따라 국토교통부장관이 정하여 고시한 기준에 적합한 한옥일 것” — then eleven further items on rooms, sanitation, ventilation and safety. 외국인관광 도시민박업 등록기준 has three: “주택의 연면적이 230제곱미터 미만일 것”, “외국어 안내 서비스가 가능한 체제를 갑출 것”, and the extinguisher and detector clause. Neither licence mentions the operator’s nationality or the guest’s — the foreigners-only restriction sits in the definition of the business itself, not in the registration standard.
Same fee, ₩20,000. Opposite obligations.
Seoul’s own registration guidance sets both licences at “수수료 : 20,000원” with a fourteen-day processing period. For 외국인관광 도시민박업 the applicant must hold 주민등록 at the address and the guests are “외국인”. For 한옥체험업 the host-residence column reads “X” and the guest column reads “내외국인”. Both accept “시설의 소유권 또는 사용권을 증명하는 서류” — ownership or a right of use.
Legal urban homestays in the whole country: 5,107
The Ministry of the Interior and Safety publishes every registered 외국인관광도시민박업 as a daily-refreshed file with 인허가일자, 영업상태, 사업장명 and 소재지주소 columns. The file carries 5,107 rows. Seoul maintains the equivalent register for 한옥체험업 through 서울 열림데이터광장 dataset OA-16047, last updated 9 September 2026.
Unlicensed operators, by the Ministry’s own estimate: ~60,000
A ministry official, announcing the 내국인도시민박업 guidelines: “불법 공유쇼박 업체는 최대 6만 개 정도로 추정되는데 이는 현 관광 트멤드에 제도가 따라가지 못한 결과다” [“illegal home-sharing operators are estimated at up to 60,000, which is what happens when the system fails to keep up with the tourism trend”]. The guidelines themselves — whole-unit operation, no residence duty, “영업일수 180일로 제한”, “법인·임대사업자는 불허” — remain unlegislated. On 2 October 2025 the Deputy Prime Minister’s 서비스산업 경쟁력 강화 택스크포스 reopened the question.
The domestic-guest sandbox is capped at 4,000 hosts and 180 nights — and is full
Published conditions: “내·외국인을 대상으로 하는 도시민박업”; “호스트별 영업일수는 연간 180일 이내”; “전체 호스트를 4,000명 이내”; “호스트 주소는 행정구역상 ‘서울특별시’, ‘부산광역시’로 한정”; host must be registered as resident at the property. Designated 15 July 2020, extended to 2024, converted to 임시허가 on 8 May 2026 — the first Korean home-sharing company to make that conversion. Chief executive 조산구. The company reports approximately 4,000 hosts.
Seoul pays up to ₩180,000,000 — and 10% more to run it as a hanok stay
In a 한옥밀집지역: 신축 up to ₩150m (₩120m grant + ₩30m loan); 전면수선 up to ₩180m (₩90m grant + ₩30m loan + ₩60m interior loan). On top, “한옥체험업(한옥스테이) 보조·윩자 보조·윩자금의 최대한도의 10% 이내” — conditional on the owner undertaking to operate 한옥체험업 for five years or more. The grant is paid to the owner; the obligation it creates is an operating one.
Seoul hanok: 22,672 → 11,776 → 8,983
“서울 시내 한옥은 2006년 2만2672동에서 2015년 1만1776동으로 죚어들다”; by 2024 the figure was 8,983, of which only 1,210 — about 13% — were registered with the city. The city set a ten-year goal of 3,000 registrations and began visiting 400 hanok households in 성북구 and 동대문구 in person to recruit them. Supply of the one asset this licence requires is falling, and the city is paying to slow it.
북찔: 47 in 2020, 168 now — and the gate is being shut
“북찔 한옥밀집지역 내 한옥체험업은 2020년 47개소에서 현재 168개소로 늘었다” — a 257% rise. 종로구 is preparing to restrict new registrations in 북찔1구역 (가회동 31 and 11 번지) by adjusting permitted uses in the 지구단위계획, citing “야간 소음과 사생활 침해”. The restriction is district-level and zone-specific; the licence is national.
Published rate card: ₩80,000 to ₩190,000 a room
A registered hanok guesthouse three minutes’ walk from 경봉궁, listing four room types at ₩80,000 (싥글방), ₩110,000 (사랑채방), ₩150,000 (대나무방) and ₩190,000 (클워터방); 4.0 stars from 54 reviews. Full house at the card rate: ₩530,000 a night. This is a mid-market published price, not a premium 독체 rate.
Two houses on one licence; one house on either of the others
$5,000/mo × 12 × 1,361.26 = ₩81,675,600 a year. One four-room hanok at the card rate: 530,000 × 365 × 0.60 = ₩116,070,000 gross; operator at 35% = ₩40,624,500. Houses needed = 81,675,600 ÷ 40,624,500 = 2.01. Urban homestay, capped at the one dwelling you live in: ₩40,624,500, or ₩3,385,375/mo = $2,487. Sandbox, 180 nights and the same cap: 530,000 × 180 × 0.60 × 0.35 = ₩20,034,000, or ₩1,669,500/mo = $1,226. Capital consumed: two ₩20,000 registrations plus roughly ₩150,000 of extinguishers and detectors per house = ₩340,000 of ₩680,630.

Take a 사용권, not a lease
한옥체험업 registration accepts “소유권 또는 사용권을 증명하는 서류”. A written permission to use the building, on revenue share, satisfies it without a deposit — which is the entire reason this route fits inside ₩680,630. The owner keeps the asset and discharges their undertaking; you hold the licence.

별표1 requires “소화기를 1개 이상 구비하고, 객실마다 단독경보형 감지기 및 일산화탄소 경보기” plus at least one 전통문화 체험 facility and a manager present during operating hours. That is the capital budget. There is no bond, no insurance floor in the 등록기준, no minimum room count.

Price off the published card, and avoid 북찔1구역
₩80,000–₩190,000 a room is what registered hanok in 종로구 actually publish. Work 성북구, 동대문구 and the other districts the city is canvassing rather than 가회동, where the 지구단위계획 amendment is aimed and where 168 competitors already sit.
₩530,000 full house · 60% occupancy -
Run two, not one
One house at 35% operator margin is ₩40.62m — $2,487 a month, which is where both other licences permanently stop. The second house is legal only because 한옥체험업 never asks where you sleep. That single omission in 별표1 is the whole difference between $2,487 and $5,000.
2 × ₩40,624,500 = ₩81,249,000 ≈ $4,974/mo -
Know what can take it away
Not the Act — the 지구단위계획. Restriction here is written district by district and zone by zone, which means it arrives with notice, in one 구 at a time, and never nationally. Watch 구 도시·건축공동위원회 agendas, not the National Assembly.
