$500 idea · Pattern break · Germany · Edition 003

Germany’s deepest letter discount, 50%, begins at 250 letters, not 25,001.

Deutsche Post’s own published Teilleistungen table pays 34% on pre-sorted Standardbriefe handed in for national delivery, rising through five volume tiers to 47% only from 25,001 items. Hand the same letters in at the Briefzentrum that will deliver them, and the rate is a flat 50% from 250 items. Three days ago, on 12 October 2026, the Bundesnetzagentur’s draft decision BK5-26/001 put that refund and the stamp price under the same price cap and moved both by the same 20.35% for 2027–2028.

The consensus reading of Monday’s draft is a stamp rise: 20.35% on consumer letters, a Standardbrief through €1.14, the most in the regulated era. It is that. But the agency’s own list of permitted increases has a second line at the identical number — „Geschäftspost (Teilleistungen und Postzustellungsaufträge): 20,35 Prozent“ — and that line is not a cost to senders. It is the price Deutsche Post charges for carrying mail that somebody else has already collected, sorted and franked. The refund a consolidator earns is the arithmetic difference between the two: „Die Rückerstattung ergibt sich als Differenz zwischen dem Briefporto und dem von der Bundesnetzagentur genehmigten TL-Entgelt.“ Raise both ends by 20.35% and the spread widens by 20.35%, for the same letters and the same work.

The reason the regional rate is the deep one is avoided cost, not generosity. Mail handed in at the receiving Briefzentrum never touches outbound sorting and never rides the trunk haul between centres, so Deutsche Post saves more and the approved fee is lower. Because there is nothing further to save at scale, the regional rate is published as a single flat number rather than a ladder: „ab Erreichen der erforderlichen Mindestmenge ein einheitlicher Rückerstattungssatz“. The whole industry reflex — more volume, better rate — is a fact about the national lane only, and it is the reason nobody prices the other one. Who is on the other side of the trade is not in doubt: Deutsche Post’s own subsidiary is the largest consolidator in the country, and in July 2023 the Bundeskartellamt opened proceedings against it and its two biggest rivals at once.

0 % 10 % 20 % 30 % 40 % 50 % 5,000 10,000 15,000 20,000 25,000 30,000 letters letters per Teilleistungsauftrag BZE — regional lane: flat 50 % from 250 letters €0.4750 a letter at today’s €0.95 porto BZA — national lane: nothing below 5,000, then 34 % → 47 % across five tiers 47 % only from 25,001 250
Deutsche Post’s published refund rate for the Standardbrief, ID variant, against the volume in one Teilleistungsauftrag. BZA is the national lane, handed in at the dispatching centre; BZE is the regional lane, handed in at the centre that will deliver. The BZA tiers are the agency’s reported Basis rates — 31, 33, 37, 40, 44 % — plus the 3 points the ID variant adds, giving 34, 36, 40, 43, 47 %. BZE is flat at 50 % once the 250-item minimum is met. At the current €0.95 porto the two entry points are €0.95 × 0.34 = €0.3230 and €0.95 × 0.50 = €0.4750 a letter. The lines never cross: the regional lane at its 250-letter floor out-earns the national lane at its 25,001-letter ceiling, 50 % against 47 %.

Flat 50% from 250 letters regionally; 34–47% from 5,000 nationally

The carrier’s own product page sets the minimum per Teilleistungsauftrag at 5,000 Standard-, Kompaktbriefe and Postkarten for BZA and 250 for BZE (500 and 100 for Groß- and Maxibrief). The Standardbrief rate table reads BZA 31–44% Basis, 34–47% ID, 29–42% E+1; BZE 47% Basis, 50% ID, 45% E+1, each a single figure rather than a range. „Die Rabatte werden nachträglich gewährt.“ [The discounts are granted retrospectively.] „Die Teilleistungsverträge BZA und BZE bilden jeweils immer alle Teilleistungsvarianten ab.“ [The BZA and BZE partial-service contracts each always cover every partial-service variant.] — Teilleistungen Brief, Deutsche Post.

The agency’s own list carries business mail at 20.35%, the same as consumer letters

The main reason for rising postage is sharply falling letter volumes]. Consumer parcels get 10.72%. The final decision is expected in November. — Bundesnetzagentur, 12.10.2026.

The refund is a spread, and it already tops out at €0.475 — half the stamp

p. 26: „Die Rückerstattung ergibt sich als Differenz zwischen dem Briefporto und dem von der Bundesnetzagentur genehmigten TL-Entgelt“ [The refund arises as the difference between the postage and the partial-service fee approved by the Bundesnetzagentur], and „Die maximal erzielbare Rückerstattung beträgt in 2025 für den Standardbrief 0,475 Euro und damit 50% des Briefportos.“ p. 17 on the regional lane: „ab Erreichen der erforderlichen Mindestmenge ein einheitlicher Rückerstattungssatz zur Anwendung“ [from the point the required minimum quantity is reached, a uniform refund rate applies]. p. 18 on the ID variant: „Diese liegen aktuell 3% über dem ‚Teilleistungsrabatt Basis‘“. Reported BZA Basis tiers for the Standardbrief: 31% at 5,000–10,000, 33%, 37%, 40%, and 44% from 25,001. The report counts 241 and 262 consolidators on the two contract types. — Bericht 2025.

Statute§ 54 PostG · Zugang zu Teilleistungen

The input price is not Deutsche Post’s to set — Abs. 5 hands it to § 40

§ 54 Abs. 1 obliges a dominant provider to offer parts of its own carriage separately, where economically reasonable: it „hat auf diesem Markt Teile der von ihm erbrachten Beförderungsleistung gesondert anzubieten“. Abs. 5 subjects the fees for access offered on standardised terms to Entgeltregulierung under § 40 — and applies even where the company offers that access voluntarily. That is the hinge: before the Postrechtsmodernisierungsgesetz of 19 July 2024, the refund rate was the carrier’s own commercial decision under the old § 20 PostG. It is now an approved number inside a price cap. The Bundesnetzagentur’s report, p. 13: „Großversendende und Konsolidierende können Verträge im Sinne des § 54 Abs. 1 PostG mit der DP AG abschließen.“ — § 54 PostG.

Andreas Mundt: consolidation is the business letter market’s main competitive impulse

The Bundeskartellamt opened proceedings against Deutsche Post InHaus Services GmbH, Postcon Konsolidierungs GmbH and Compador Dienstleistungs GmbH over agreements between the incumbent’s own subsidiary and its two largest consolidation rivals. The business model of letter consolidation is the most important competitive impulse in the business-customer letter market against the dominant Deutsche Post AG.] The release says DP InHaus holds „erhebliche Marktanteile“ but publishes no figure. — Bundeskartellamt, 20.07.2023.

Regulation§ 5, § 111, § 112 PostG · Anbieterverzeichnis

The entry barrier is a register, and the grace period expired 19 Aug 2026

„Seit dem 18. Juli 2024 gilt: Wer Postdienstleistungen erbringen möchte, muss vor Aufnahme der Tätigkeit bei der Bundesnetzagentur die Aufnahme in das Anbieterverzeichnis beantragen.“ [Since 18 July 2024: anyone wishing to provide postal services must apply to the Bundesnetzagentur for entry in the provider directory before taking up the activity.] Reliability, capacity and expertise are assessed under § 5 PostG; the application runs through a BundID account for a sole trader or an ELSTER Unternehmenskonto for a GmbH, and is only processed once the Bundesamt für Justiz has delivered the Führungszeugnis. The § 112 Abs. 1 Satz 2 transitional rule ran out on 19 August 2026; § 111 Abs. 1 Nr. 1 puts the fine for operating outside the register at up to €500,000. A provider may subcontract only to someone „wenn dieser in das Anbieterverzeichnis eingetragen ist“. No fee is published for the entry itself. — Anbieterverzeichnis, Bundesnetzagentur.

The base the 20.35% is applied to: €0.95

„Der Standardbrief kostet - so wie die Deutsche Post es beantragt hatte - ab Januar 0,95 Euro (bisher 0,85 Euro).“ [The standard letter costs, as Deutsche Post had applied for, 0.95 euro from January (previously 0.85 euro).] That price was approved provisionally on 11 December 2024, confirmed by BK5-24/015 on 29 April 2025, and runs to 31 December 2026 — which is why BK5-26/001 exists at all. — Bundesnetzagentur, 11.12.2024.

Derivedarithmetic shown · ECB reference rate 1.1195, 14 Oct 2026

The regional floor out-earns the national ceiling, and 2027 cuts the volume needed by a sixth

Currency, at the ECB euro reference rate for the US dollar on 14 October 2026: $500 ÷ 1.1195 = €446.63; $5,000 ÷ 1.1195 = €4,466.28 a month. Price cap: permitted average change = I − X = 4.04 − (−16.31) = 20.35% for Korb 1 and Korb 2 alike, and 4.04 − (−6.68) = 10.72% for parcels. Stamp at full headroom: €0.95 × 1.2035 = €1.1433. Refund per Standardbrief, BZE ID at 50%: €0.4750 today, €0.5717 from January — an uplift of €0.0967 a letter. Assume the consolidator rebates 70% of the refund to the sender and keeps 30%: keep = €0.1425 today, €0.1715 in 2027. Volume for €4,466.28 a month: 4,466.28 ÷ 0.1425 = 31,343 letters, falling to 4,466.28 ÷ 0.1715 = 26,043 on the same terms in January. The national lane at its best tier, 47% from 25,001 items, keeps €0.95 × 0.47 × 0.30 = €0.1340 and needs 33,343. Plot coordinates: BZA Basis tiers 31/33/37/40/44% plus the ID variant’s 3 points = 34/36/40/43/47%, stepping at 5,000, 10,001, 15,001, 20,001 and 25,001; BZE flat 50% from 250. — ECB euro reference exchange rates.

The ladder

From $500 to $5,000 a month · €446 → €4,461

Entry in the Bundesnetzagentur’s Anbieterverzeichnis is required before the activity starts, not after, and § 112 Abs. 1 Satz 2’s transitional rule expired on 19 August 2026 — so there is no longer a soft landing. § 111 Abs. 1 Nr. 1 prices the omission at up to €500,000. The application is an online form plus a Führungszeugnis; the agency publishes no fee for the entry itself.

  1. Get into the register before you carry one letter

€446.63 starting capital · register fee: none published
  2. Sign the BZE contract, not the BZA one

Both contracts cover every variant, so the choice is not about product range — it is about which Briefzentrum you hand the sacks to. BZA means the dispatching centre and a 5,000-item minimum. BZE means the receiving centre, a 250-item minimum, and a flat rate. Every article written about this market assumes the first one.

    BZE minimum 250 · BZA minimum 5,000
  3. Choose senders by geography, not by size

BZE only pays on letters that stay inside the delivering centre’s Leitregion. That makes the valuable customer a Stadtwerk, a Hausverwaltung, a Kreisverwaltung, a regional insurer — a sender whose post mostly does not leave the area — and makes a national sender with ten times the volume worth less per letter. The industry’s instinct is backwards here.

  4. Take the ID variant; it is three points for a data file

The agency puts the ID rates „3% über dem ‚Teilleistungsrabatt Basis‘“, and the only thing the variant asks for is electronic transmission of the franking IDs through the carrier’s Auftragsmanagement. On a Standardbrief that is 47% to 50% for a nightly upload. Take E+1 only if a customer pays for speed: it costs two points.

    47% Basis → 50% ID · E+1 45%
  5. Put the K-Nummer on everything and keep the minimum per order

The consolidation contract requires „die Anbringung einer Konsolidierer Kennziffer (K-Nummer) auf allen Briefumschlägen“, and the minimum is read against the total of one Basisprodukt per Teilleistungsauftrag, not per customer. So the unit of the business is the order, and the craft is bundling three small senders into one 250-item hand-in rather than hunting one large one.

  6. Write the 2027 rebate in cents, not in percent

From 1 January the stamp and the access fee both move by up to 20.35%, so the refund moves with them. A customer contract that promises „x% off porto“ hands the whole uplift back; one that promises a fixed cent price per letter keeps it. This is the single clause on the ladder that is worth money, and it has to be signed before the November decision, not after.

    €0.4750 → €0.5717 per Standardbrief · +€0.0967
  7. Count the letters the target needs, then watch it fall

At a 30% keep, €4,466.28 a month is 31,343 letters today — roughly 1,425 a working day, or six hand-ins at the regional minimum. In January the same book of customers, unchanged, pays the same money on 26,043. The business does not grow; the regulated spread does.

    31,343 letters/mo today · 26,043 from January
