Korea's largest public developer bars repeat winners from a ₩132,000,000 sculpture call.
Korea's statutory artwork budget is 연면적 × ₩2,392,000 × a 별표 2 rate, and 「문화예술진흥법 시행령」 제12조제6항 lets a private owner escape it by paying 70% into the 문화예술진흥기금 — but ARKO bars that exit where the owner is the State or a local government, leaving the top-rate 1% buyers legally unable to opt out, publishing calls open to anyone over 19, drawing juries by lot, and barring three-time winners.

Korea's only legal online liquor shop is a brewing licence given away on recommendation.
Korea's mail-order liquor ban has exactly one door — 「주류의 통신판매에 관한 명령위임 고시」 제3조 lets a 전통주 제조자 with a 직매장 and a 지방국세청장 승인 ship *other* breweries' bottles nationwide — and the licence behind it is granted on a free 전통주산업법 제8조 ministerial recommendation, while 국세청 서면-2021-소비-6643 of 23 Dec 2025 bars every platform from doing the same thing.

₩20,000 buys the one Korean lodging licence with no residence, nationality or day limit.
While Korea argues about legalising home-sharing, 한옥체험업 already registers for ₩20,000 with no owner-residence duty, no foreigners-only rule and no 180-day cap — and Seoul pays owners up to ₩180m conditional on someone operating it for five years.

Korea runs four legally binding public-procurement quotas.
Korea's only missed public-procurement quota is the 8% reserved for firms less than seven years old — 3.06% delivered in FY2025, a ₩8,226,043 million (≈$6.02bn) shortfall — while 국가계약법 시행령 제26조 lets a small enterprise be awarded up to ₩100,000,000 with no competition at all.
