$500 idea · Pattern break · South Korea · Edition 001
Korea runs four legally binding public-procurement quotas.
Three were beaten in 2025. The fourth — 8% reserved for firms less than seven years old — came in at 3.06%, leaving ₩8.23 trillion of mandated spend unplaced.
Small-business quota: 50% required, 75.76% delivered. Women-owned: 5% required on goods and services, 9.85% delivered. Disability-owned: 1% required, 1.52% delivered. Start-up firms: 8% required, 3.06% delivered. One quota, and only one, is being missed — and it is the only one a person can qualify for this week, for nothing, by registering a business.
Starting capital for this edition is ₩682,965 [$500 USD at 1,365.93, the rate on 24 September 2026]. The target is ₩6,829,650 a month [about $5,000 USD], or ₩81,955,800 a year of income.
The consensus reading of Korean public procurement is that it belongs to incumbents: you need 실적 (a track record), bid bonds, a 직접생산확인 certificate, and a relationship with the buyer. That reading is describing competitive tendering for goods above ₩100 million. It is wrong about the part of the market that matters here.
Three documents change the shape of it. First, 「국가를 당사자로 하는 계약에 관한 법률 시행령」 제26조 제1항 제5호 가목 sets the ceilings below which a central government agency may simply award a contract with no competition at all: ₩20 million for any supplier, ₩50 million for a youth start-up, ₩100 million for a small enterprise or micro-business. Second, 「중소기업제품 구매챉진 및 판로지원에 관한 법률」 제4조 제2항 makes SME preference below the notified threshold an obligation, not a policy. Third, 「중소기업창업 지원법 시행령」 제14조 제1항 fixes the start-up share at 8% — and the Ministry’s own 2025 filing shows the system delivering 3.06%.
Read the gap from the buyer’s side and the trade becomes obvious. A procurement officer at 한국토지주택공사 (Korea Land & Housing Corporation) placed ₩9.17 trillion of purchases in 2025 and ₩92.7 billion of it — 1.01% — with start-up firms, against a legal target of 8%. That number is not private. It is filed with the 중소뱼처기업부, aggregated, put through the State Council, reported to the National Assembly and published as a spreadsheet. The officer is not doing a founder a favour by awarding a ₩40 million services contract without a tender. They are closing a published shortfall that has their institution’s name on it.
So the binding constraint on this ladder is not capital, customers or skill. It is legal category membership — and in Korea every category in this chain is free to enter and confirmed online. The capital is not being spent on the business. It is barely being spent at all.
The evidence
8 findingsThe start-up procurement quota is 8%, and it is compulsory
[“the ratio prescribed by Presidential Decree in Article 38(3) of the Act means 8 per 100.”] The parent provision, 제38조제3항, reads “구매목표를 포함시케야 하며, 공공기관의 장은 해당 구매계획을 이행하여야 한다” [“shall include the purchase target and the head of the public institution shall implement that purchase plan”] — a duty, not an aspiration.
Delivered: 3.06%. Shortfall: ₩8,226,043 million
The 2025 public-purchase return filed by 847 institutions under 판로지원법 제5조 records total purchases of ₩166,609,520 million and start-up-firm purchases of ₩5,102,719 million. The 8% target would have been ₩13,328,762 million. Services alone: ₩41,053,464 million bought, ₩1,631,713 million (3.97%) from start-ups.
The other three quotas were all beaten
SME products: 50% required by 75.76% delivered. Women-owned firms: 5% of goods and services required by Disability-owned firms: 1% required by 2, 1.52% delivered. Only the start-up quota fails, and it fails by more than half.
No competition at all below ₩100,000,000
[Negotiated contract permitted: any supplier up to ₩20m; a small enterprise or micro-business from ₩20m to ₩100m; a youth start-up up to ₩50m.] The ₩50m youth tier was inserted by 대통령 제35088호 on 24 December 2024.
Below ₩230 million the buyer must prefer a small firm
중소기업자와 우선적으로 조달계약을 체결하여야 한다” [“shall preferentially conclude procurement contracts with small and medium enterprises”]. The notified amount is set by 재정경제부 고시 제2026-439호 (issued 2 January 2026, in force 8 January 2026) at “물품 및 용역: 2억 3천만 원” for central agencies and “7억 1천만 원” for public corporations and quasi-governmental bodies.
Who is short, by name
한국토지주택공사 bought ₩9,173,419m and placed 1.01% with start-ups — a ₩641,129m shortfall. 한국전력공사: ₩9,228,699m, 2.13%, short ₩541,311m. Against them, 한국넌어쬼공사 reached 8.10% on ₩3,546,270m — proof the target is reachable, not that it is unreachable.
The category costs nothing and lasts three years
창업지원법 제2조제3호 defines a 창업기업 as any SME within seven years of starting, “법인과 개인사업자를 포함한다” [“including corporations and sole proprietors”]; 제11호 defines a 청년창업기업 as one whose representative is 39 or under. Confirmation is applied for online under 제39조, is valid three years (시행령 제15조제4항), and the Ministry pulls the 사업자등록증명 and SME status itself through 행정정보 공동이용. No fee is prescribed.
Six contracts, or two, depending only on which box you ticked
$5,000/mo × 12 × 1,365.93 = ₩81,955,800 of income a year. At a 70% net margin for a one-person services business, revenue required = 81,955,800 ÷ 0.70 = ₩117,079,714. Contracts needed = 117.08 ÷ ceiling: ÷20 = 5.9; ÷50 = 2.3; ÷100 = 1.2. And the unplaced pool: 8,226,043 ÷ 117.08 = 70,260 such businesses, or 14,115 from the services shortfall alone (1,652,564 ÷ 117.08). ₩8,226,043m ÷ 1,365.93 = $6.02 billion.

Take the two certificates that move the ceiling
창업기업확인 under 창업지원법 제39조 puts you inside the 8% quota for three years. 중소기업확인서 / 소상공인확인서 moves your no-bid ceiling from ₩20m to ₩100m under 제26조제1항제5호가목3). If the representative is 39 or under, the ₩50m youth tier applies as well.

Register on 나라장터
The 차세대 나라장터 rebuild moved user registration “기존 사업자 중심의 이용자 등록체계를 개인 중심의 등록체계로 전환하였습니다” [“from a business-centred to a person-centred registration system”] — 조달청 notice, 31 December 2024. This is the whole of the starting capital: a certificate and, where a buyer still asks for it, a token.

Pick buyers by their published shortfall, not by their size
The institution-level FY2025 sheet gives all 847 buyers’ start-up ratios. Work the ones far under 8% with large services budgets — 한국토지주택공사 at 1.01%, 한국전력공사 at 2.13% — not the ones already at target. You are selling relief from a published number.

Price every proposal under a ceiling, never across one
A ₩120m scope forces an open tender you will lose. The same work split into a ₩95m phase and a follow-on sits inside 3) and can be awarded outright. Below ₩230m the buyer is also obliged by 판로지원법 제4조제2항 to prefer you over a large firm.

Run the year to ₩117.08m of revenue
Two ₩60m services contracts, or three at ₩40m, or six at ₩20m. At ₩117m you are past the ₩104m 간이과세 threshold and file as a normal VAT payer — which is fine, because public buyers pay VAT on top of the contract price rather than out of it.
₩117,079,714 rev × 70% = ₩81,955,800 ≈ $5,000/mo -
Know the clock you are on
The 창업기업 category expires seven years after you start trading, and the youth tier expires at 40. Everything above is a seven-year window, not a permanent position — which is precisely why the quota exists and precisely why so few firms are inside it.
